ORGANISATION OVERVIEW
Loeriesfontein 2 and Khobab Wind Farms are part of the third round of the South African government’s Renewable Energy Independent Power Producer Procurement Programme (REIPPP). The wind farms are situated in the Hantam Municipal Area, 60km north of Loeriesfontein in the Northern Cape. Each of the wind farms spans 3 453 hectares of agricultural land and comprises sixty-one 99m-high wind turbines each.
GENERAL DESCRIPTION
The ED Project Officer will act as a point of contact for the local community, assisting the Economic Development (ED) Manager when communicating and distributing key project information. This is a permanent role and will be based at the Loeriesfontein 2 and Khobab Wind Farm ED Office in Loeriesfontein, in the Northern Cape.
CORE RESPONSIBILITIES
- Reports to the ED Manager.
- In-depth understanding of the Socio-Economic needs of the region.
- Act as community liaison for the Project Company during the operations phase of the wind farm.
- Building strong relationships with all relevant local partners/stakeholders/authorities/communities/ businesses/ local government and local media.
- Liaise with the Infinity Management Team, Site Managers and Service Providers.
- Administrate the Project Company grievance mechanism on the ground
- Identify key community risks and opportunities to be managed at the local level.
- Provide project and issue related feedback to relevant internal and external stakeholders.
- Manage any crisis situations that arise with stakeholders during project implementation and liaise closely with the ED Manager in this regard.
- Assist in the conceptualisation and development of Socio-economic development projects and programmes
- Responsible for organising community meetings, focus group sessions and key informant interviews with various stakeholders.
- Take minutes at meetings and maintain Social Performance department project files and reports.
- Assist in compiling, writing and distributing newsletters.
- Assist with the departments project implementation and compliance.
- Receive and document community project proposals.
- Score and weight received project proposal.
- Implement approved projects in conjunction with the ED Manager.
- Successfully close-out projects.
- Identifying key local champions to become third party advocates of projects.
- Assist ED Manager with any other relevant compliance activities and reporting.
EXPERIENCE & QUALIFICATIONS REQUIRED
- Minimum 2 years relevant working experience.
- Minimum National Diploma in Social Sciences or related field or NQF equivalent qualification.
- A Bachelor’s degree in Social Sciences would be an advantage.
- Understanding and experience of community social dynamics.
- Understanding and experience of local government dynamics.
- Understanding of legal environment for community engagement and development.
- Knowledge about the specific area in the vicinity of the facility will be beneficial.
SKILLS & COMPETENCIES REQUIRED
- Ability to use Microsoft software e.g. Word, Excel, Power Point, Outlook is considered essential.
- Ability to use specialist software packages e.g., SharePoint is a strong recommendation.
- Fluency in English is essential; fluency in other languages such as Afrikaans and Xhosa is considered an advantage.
- Candidates should have good written and oral communications skills.
- Ability to communicate effectively with local communities.
- Good writing and reporting skills.
- Good interpersonal skills and be comfortable in dealing with a wide spectrum of stakeholders.
- Good understanding of public relations.
- Mediation and conflict resolution skills.
- Ability to coordinate.
- Drivers’ license.
